Studi Derajat Partisipasi dan Literasi Anggaran Kelompok Rentan dalam Pengelolaan Pembangunan Desa

Abstract

Undang-Undang No. 6 Tahun 2014 tentang Desa (UUDesa) adalah regulasi akomodatif terhadap kepentingan masyarakat melalui demokratisasi pengambilan keputusan kolektif yang ditunjang oleh kemandirian desa dan konsolidasi pembangunan desa. Berkelindan dengan hal itu, tinggi-rendahnya level partisipasi warga dalam forum pengambilan keputusan kolektif perihal perencanaan dan penganggaran pembangunan yang diselenggarakan pemerintah desa, baik berbasis undangan maupun prakarsa sendiri, tentu saja merefleksikan derajat literasi anggaran pada diri mereka. Jenis penelitian ini adalah kualitatif dengan pendekatan deskriptif yang bertujuan mendeskripsikan derajat partisipasi dan literasi anggaran unsur kelompok rentan desa dalam siklus pengelolaan pembangunan, terutama pada forum perencanaan dan penganggaran yang berlangsung setiap tahun berupa Musdes RKPDesa dan APBDesa, di mana sejumlah warga miskin, perempuan, dan difabel diposisikan sebagai informan. Hasil penelitian menegaskan kenyataan bahwa partisipan forum kewargaan reguler yang berlangsung tiap tahun di Desa Waduruka Kecamatan Langgudu Kabupaten Bima Provinsi Nusa Tenggara Barat masih didominasi para pemegang kuasa level tinggi sehingga predikat bias kepentingan elit tetap melekat pada proses perencanaan dan penganggaran pembangunan karena minim pelibatan kelompok rentan serta masih dimaknai sebagai proses teknokratis yang tidak harus mencakupkan unsur masyarakat di dalamnya.

Hidayat, Rahmad, is a lecturer at the Department of Administrative Science of STISIP Mbojo, Bima, Indonesia. He obtained his M.A. in Human Rights and Democracy Studies from the Department of Politics and Government, Faculty of Social and Political Sciences, Universitas Gadjah Mada. His area of interest relates mainly to certain political issues such as citizenship, the welfare state, human rights, democracy, and social movement.
