This study explores the impact of digital governance on public service efficiency, focusing on a cross-country comparison between industrialized and developing nations. The primary goal is to understand how digital governance influences service delivery in various contexts and to identify factors that contribute to its success. Using a mixed-methods approach, the study combines quantitative analysis of digital governance adoption and public service efficiency with qualitative insights from interviews with government officials and experts. The results show that digital governance enhances efficiency in countries with advanced digital infrastructure and institutional support, reducing processing times, costs, and improving citizen satisfaction. However, in developing countries, benefits were limited due to challenges such as poor infrastructure, lack of training, and political instability. The study emphasizes the importance of infrastructure, political will, legal frameworks, and digital literacy in determining the effectiveness of digital governance. The novelty of this research lies in its cross-country approach, offering new insights into optimizing digital governance strategies across different national contexts. Recommendations for policymakers include enhancing infrastructure, fostering political commitment, and improving digital literacy to maximize the potential of digital governance for better public service delivery.
Anwar Sadat, Herman Lawelai, Andre Putra Yudarsat ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1871 Fri, 16 May 2025 01:11:16 +0000 Smoke-Filled Room and Secret Garden of Politics: How Do Candidate Selection As Rational Choice in Local Head of Government Election? https://journal.unpacti.ac.id/index.php/JGLP/article/view/1879
This study aims to analyze the candidate selection model in political parties, especially in the current electoral politics in Indonesia, which has not been adequately explained by previous studies. Candidate selection, distinct from political recruitment, is the process of selecting from a competitive group of candidates and frequently takes place behind closed doors, analogous to a “smoke-filled room” or a “secret garden of politics”. This practice raises issues of transparency, accountability and the dominance of party elites, who can overlook grassroots aspirations and candidate quality. This research uses a literature review method, exploring previous research and official documents to understand the concepts, practices and challenges of candidate selection. The findings show that the candidate selection mechanism often becomes an arena for internal party power struggles, far from democratic principles. This article also discusses democratic selection models based on the supply and demand perspectives of candidates and analyzes them through the lenses of new institutionalism and rational choice institutionalism. The rational choice institutionalism approach is considered relevant in explaining how individual and group interests influence the selection process. The study concludes that understanding these dynamics is important to promote a more democratic and accountable candidate selection system.
Andi Luhur Prianto ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1879 Fri, 16 May 2025 01:13:37 +0000 Evaluation of Policies to Reduce Flooding Issues in the City of Palembang https://journal.unpacti.ac.id/index.php/JGLP/article/view/1803
This article aims to evaluate the effectiveness of government policies in reducing flood risk in the city of Palembang, which is often affected by severe flooding due to low-lying geographic features and inadequate urban planning. This research uses a qualitative descriptive approach to assess the impact of current flood management strategies, focusing on structural and non-structural measures, community participation, and policy implementation. Data was collected through document analysis, interviews with key stakeholders, and direct observation in flood-prone areas. Findings show that although some structural improvements, such as improved drainage systems, have been implemented, they have not been sufficient to address recurrent flooding. Policy gaps, lack of community engagement, and poor maintenance of flood control infrastructure contribute to the city's ongoing vulnerability. This study concludes that more integrated flood management strategies, including better policy enforcement and community involvement, are needed to reduce flood risk in Palembang.
Zailani Surya Marpaung, Kiagus Muhammad Sobri, Yoyok Hendarso, Satria Jaya Priatna ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1803 Fri, 16 May 2025 01:15:44 +0000 Prior Studies on Indonesian Populism: Historical Context, Core Elements, and Blind Spots https://journal.unpacti.ac.id/index.php/JGLP/article/view/1763
Populism in Indonesia has been a crucial political phenomenon in recent decades, rooted in the nation's socio-political history. This article examines the historical context, core elements, and blind spots in prior research on Indonesian populism by analyzing 107 scholarly works published between 2001 and 2024 in the Scopus database. The findings reveal that Indonesian populism has evolved through various phases, from anti-colonial nationalist movements to contemporary digital populism, where social media plays a central role in mobilizing mass support and amplifying identity-based political narratives. The author identifies seven core elements shaping Indonesian populism, including its domains, antecedents, mobilization channels, and political consequences. The author also highlights blind spots in previous studies, specifically the limited focus on local-level populism, the long-term economic implications of populist policies, and the deepening societal polarization caused by digital populist discourse. By incorporating comparative perspectives with other Southeast Asian nations, this review broadens the understanding of populism’s regional dynamics. The findings contribute to academic discourse on populism and provide insights for policymakers in addressing the challenges posed by populist rhetoric and governance. Future research should explore empirical case studies on local populist movements and assess the impact of populist policies on democratic institutions in Indonesia.
Rahmad Hidayat ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1763 Fri, 16 May 2025 01:17:04 +0000 Tourism Security in the Age of Overtourism: A Qualitative Investigation in Bali https://journal.unpacti.ac.id/index.php/JGLP/article/view/1651
This research investigates the intricate dynamics of tourism security in Bali, particularly in the context of overtourism, which has led to significant socio-economic and security challenges. Utilizing a qualitative approach, the study engages with various stakeholders, including local residents, tourism authorities, law enforcement, and community leaders, to explore their perceptions and experiences related to tourism security. Data is collected through semi-structured interviews, allowing for an in-depth understanding of the complexities surrounding security risks in high-density tourist areas such as Kuta, Canggu, Petitenget, Kerobokan, and Seminyak. The findings reveal a notable increase in specific types of crime, including theft and scams, exacerbated by the influx of tourists, which has strained local resources and heightened tensions within communities. The research further examines the impact of overtourism on traffic safety, highlighting the challenges posed by increased vehicle volume and inadequate infrastructure. Local authorities have implemented various measures, such as improved traffic management systems and community engagement initiatives, to address these issues. Additionally, the study identifies the role of international travel advisories and perceptions of safety in influencing tourism demand, which in turn affects local security policies. Despite the collaborative efforts among stakeholders, significant barriers remain, including communication gaps and resource limitations, which hinder the effectiveness of tourism security policies. The study underscores the necessity for a more integrated approach that incorporates community perspectives and sustainable practices into tourism security frameworks. By addressing these gaps, the research aims to contribute to the development of effective strategies that enhance the safety and well-being of both tourists and local communities in Bali. Ultimately, this study highlights the importance of understanding the socio-economic dynamics of tourism security in fostering a resilient and sustainable tourism environment in the face of overtourism. The limitation of this study is its qualitative focus, which may not fully capture broader security trends. It also centers on high-density areas, overlooking emerging destinations. Future research could use mixed methods and comparative analyses to enhance understanding and policy effectiveness
I Putu Hadi Pradnyana ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1651 Fri, 16 May 2025 01:18:13 +0000 Post-Electoral Political Exclusion Following the 2024 Simultaneous Regional Elections in West Nusa Tenggara (NTB) https://journal.unpacti.ac.id/index.php/JGLP/article/view/1841
This study critically investigates the contours of post-electoral political exclusion in West Nusa Tenggara (NTB) following Indonesia’s 2024 Simultaneous Regional Elections, situating the phenomenon within broader democratic deficits in representation and deliberation. Anchored in the theoretical intersection of elite domination and bureaucratic politicization, the research explores how exclusionary practices are institutionally embedded through strategic civil service reshuffling and symbolic power consolidation by victorious political coalitions. Employing a qualitative, critical case study approach, the study draws on in-depth interviews, participatory observation, and document analysis to construct a nuanced understanding of exclusion mechanisms. Key findings reveal that the electoral triumph of the KIM PLUS coalition catalyzed a reconfiguration of local power alliances, marginalizing opposition actors and transforming bureaucratic appointments into instruments of political reward. The post-election vacuum in over ten strategic governmental roles became an arena for political capitalization, wherein meritocratic procedures were eclipsed by informal networks, loyalty politics, and clientelism. Furthermore, the mutation of educational leadership positions, under the pretext of pedagogical reform, demonstrated the infiltration of partisan logic into ostensibly neutral institutions. These dynamics erode institutional integrity, compromise administrative neutrality, and precipitate a broader crisis of democratic legitimacy. The research concludes that post-electoral exclusion in NTB functions not merely as a residual anomaly of electoral cycles, but as a systemic manifestation of symbolic domination, structurally reproducing elite control while hollowing out spaces for genuine participation. This phenomenon poses a critical threat to democratic resilience and necessitates urgent normative and institutional reforms to safeguard inclusive governance.
Rifai Rifai, Haeril Haeril ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1841 Fri, 16 May 2025 01:20:32 +0000 The Implementation of Policy the Index of Norms, Standards, Procedures and Criteria for State Civil Apparatus Management at the Regional Office XI of the Manado National Civil Service Agency https://journal.unpacti.ac.id/index.php/JGLP/article/view/1801
This study aims to analyze and identify the implementation of the ASN Management NSPK Index policy, its supporting and inhibiting factors, and efforts made to overcome obstacles. Using the Humanitarian Forum Indonesia (HFI) framework, this study focuses on six main principles of transparency, including access to public information, financial reporting, media publication, and institutional guidelines. Data were collected through in-depth interviews with government officials from Bappeda, Kominfo, and the Finance Office, in addition to document analysis and thematic coding using NVivo. The results show that transparency is systematically promoted through digital platforms, financial dissemination, and public engagement. However, several challenges remain, such as inconsistent implementation of SOPs across institutions, uneven bureaucratic capacity, and limited public understanding of published data. The study concludes that while transparency has become an integral part of governance practices in Sidrap, its full institutionalization requires stronger inter-agency coordination, improved public communication strategies, and standardized information management protocols. These findings contribute to a deeper understanding of how local transparency practices align with good governance and institutional strengthening goals.
Sry Iin Indirwan, Muliani Sam, Andi Nilwana, Irwan Irwan ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1903 Fri, 16 May 2025 04:02:05 +0000 The Role of Organizational Climate and Quality of Working Life in Improving Employee Performance https://journal.unpacti.ac.id/index.php/JGLP/article/view/1915
This study aims to analyze the role of organizational climate and quality of work life in improving employee performance. Using qualitative library research methodology with document analysis based on George's (1993) theoretical framework, the research identifies six key potential challenges: cultural and epistemological divergences between academics and policymakers, language barriers, difficulties in accurately analyzing external actors, limitations of abstract theoretical models, and structural-institutional constraints within Indonesia's knowledge ecosystem. The findings suggest these challenges potentially result in less coherent and more reactive foreign policy decisions. This research contributes to the limited discourse on theory-practice gaps in Indonesian foreign policy studies, offering insights for strengthening evidence-based policy formulation in navigating complex regional dynamics. The paper argues that developing platforms for knowledge exchange, reforming institutional incentives, and strengthening analytical capacity within Indonesia's foreign policy bureaucracy are essential steps forward. Despite recent positive developments in institutional reform, fundamental challenges in epistemic culture and knowledge integration mechanisms still require special attention to enhance Indonesia's strategic positioning in an increasingly complex geopolitical environment.
Rifqi Mulya Nauli Siregar, Arry Bainus, Wawan Budi Darmawan ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc-nd/4.0 https://journal.unpacti.ac.id/index.php/JGLP/article/view/1907 Mon, 19 May 2025 00:22:19 +0000 Sustainable Mobility and Operational Challenges of Trans Mamminasata Bus in Makassar City https://journal.unpacti.ac.id/index.php/JGLP/article/view/1909
This study examines the operational effectiveness of the Trans Mamminasata Bus as part of the Makassar City government's efforts to encourage environmentally friendly mobility and reduce public dependence on private vehicles.
