Dilema Etis dan Imparsialitas Birokrasi pada Pilkada Serentak Kota Bima 2024
Abstract
Penelitian ini bertujuan untuk mengeksplorasi fenomena tekanan politik terhadap Aparatur Sipil Negara (ASN) selama Pilkada Serentak 2024 di Kota Bima, dengan fokus pada dilema etis yang mengancam netralitas dan imparsialitas birokrasi. Meskipun ASN seharusnya profesional dan netral, mereka kerap terjebak dalam tekanan politik dari elite lokal, menciptakan konflik antara kepatuhan terhadap regulasi dan desakan untuk mendukung calon tertentu, yang pada akhirnya merusak kredibilitas birokrasi. Penelitian ini menggunakan metode deskriptif kualitatif, dengan data yang dikumpulkan melalui wawancara mendalam dengan ASN, pejabat pemerintahan, pengawas pemilu, dan pengamat politik, serta observasi partisipatif terhadap dinamika politik di Kota Bima. Hasil analisis menunjukkan bahwa ASN sering dihadapkan pada tekanan politik signifikan, menciptakan dilema etis dan mengancam integritas birokrasi. Tekanan ini, jika diabaikan, dapat merusak netralitas ASN yang seharusnya independen. Selain itu, ancaman terhadap karier ASN yang menolak tekanan politik semakin memperparah situasi. Hasil penelitian juga mengindikasikan bahwa kurangnya pemahaman ASN terhadap regulasi netralitas semakin memperburuk kondisi, yang berdampak negatif pada kualitas pelayanan publik dan integritas demokrasi lokal. Penelitian ini diharapkan memberikan wawasan untuk reformasi birokrasi yang lebih kuat dalam mendukung pelaksanaan demokrasi yang jujur dan adil di Kota Bima.
